Executive Summary for 2019-2022 Student Equity Plan

San Jose City College is committed to student success. The 2019-2022 Student Equity Plan plays a critical role in these efforts by focusing on eliminating barriers and accelerating students to completion, graduation and transfer outcomes. This plan contains five goals which focus on basic skills, student equity, and outcomes such as transfer and completion.

The five goals contained in this plan braid together Basic Skills, Student Equity and Student Success and Support Program initiatives. It aligns with the San Jose City College Strategic and Master Plans, as well as the Guided Pathway Initiative

SJCC's Equity Plan responds collectively to an increased need for student equity and success in recent years with the assistance of Student Affairs programs and targeted faculty development. The Student Success and Equity Committee has made major contributions to the five goals set forth.

These goals will align with the San Jose Evergreen Community College District's Strategic and Educational Master Plans. Key Performance Indicators from these plans have also been created within the Integrated Plan for consistency and effectiveness. The direct beneficiary of the Equity Plan will be SJCC's diverse student population.

A summary of the five major goals presented in the new SJCC Equity Plan are as follows:

  • Goal 1: Access: Increase access and use of college support programs.
  • Goal 2: Course Completion: Identify and remove3 non-academic barriers to course completion and increase services to assist students in overcoming these barriers.
  • Goal 3: Basic Skills: Increase completion of transfer-level Math and English courses.
  • Goal 4: Degree/Certificate Completion: Increase completion of career technical and non-credit certificate and two-year degrees.
  • Goal 5: Transfer: Increase successful outcomes for disproportionately impacted students.

  • The SJCC 2017-2019 Integrated Plan calls for the combination of the existing Student Equity Plan (SEP) Student Support Services Plan (SSSP) and Basic Skills Initiative (BSI) into one master Integrated Plan. The three funding streams for these programs will be aggregated into the finalized Integrated Plan Budget for 2018-2019.

  • 2017 - 2019 SJCC Integrated Plan (Board approved 01/23/2018)

  • College student equity plans focus on increasing access, course completion, ESL and basic skills completion, degrees, certificates and transfer for all students as measured by success indicators linked to the CCC Student Success Scorecard, and other measures developed in consultation with local colleges.  "Success indicators" are used to identify and measure areas for which disadvantaged populations may be impacted by issues of equal opportunity. 
  • Title 5 regulations specify that colleges must review and address the following populations when looking at disproportionate impact: American Indians or Alaskan natives, Asians or Pacific Islanders, Blacks, Hispanics, Whites, men, women, and persons with disabilities (§54220(d)). The State Budget trailer bill, SB 860 (2014)added requirements to address foster youth, veterans and low income students. 
  • Each college develops specific goals/outcomes and actions to address disparities that are discovered, disaggregating data for indicators by student demographics, preferably in program review. College plans must describe the implementation of each indicator, as well as policies, activities and procedures as they relate to improving equity and success at the college
  • Student Success & Support Program (SSSP)
  • Student Success & Support Program (SSSP) (formerly Matriculation) is a process that enhances student access to the California Community Colleges and promotes and sustains the efforts of credit students to be successful in their educational endeavors. The gals of Student Success & Support Program  are to ensure that all students complete their college courses, persist to the next academic term, and achieve their educational objectives through the assistance of the student-direct components of the student success & support program process: admissions, orientation, assessment and testing, counseling, and student follow-up.

  • The San Jose City College Student Success and Student Equity Committee will serve as an instrument for college-wide collaboration with regard to student access, achievement and engagement.
  • The committee will provide leadership for the planning, implementation and evaluation of a comprehensive student success plan that includes, but is not limited, to components of the Student Success and Support Program plan, Student Equity plan and Basic Skills Initiative.
  • In addition, the committee will monitor and make recommendations to the College Advisory Council and Academic Senate.
  • The Student Success and Student Equity Committee reports directly to the College Advisory  Council (CAC).
  • Guiding Principles
  • Committee members are expected primarily to represent general institutional interests beyond the interests of their disciplines, division, or special interests.  Members will work in an open, collaborative, and objective process toward consensus on recommendations to promote student success and to align with the District and College mission and values. 

  1. Review and contribute to the College Student Success & Support  Program (Matriculation Plan), Student Equity and Basic Skills plans.

  2. Make recommendations on college-wide student success performance indicators and other college data.

  3. Make recommendations on prioritizing resource allocation with funding.

  4. Gather & monitor college student success data.

  5. Identify strategies already in place that help students achieve success.

  6. Identify achievement and equity gaps where strategies need to be developed.

  7. Develop a Student Success and Support Program plan to guide the college's work in creating pathways.

  8. Identify obstacles to student success.

  9. Implement immediate actions to address/remove obstacles.

  10. Establish clear local definitions and measures of student success.

  11. Establish specific success goals or targets for the current academic year.

  12. Develop long-term action plans/interventions for improving student success.

  13. Recommend priorities for the basic skills and student success agenda.

  14. Collaborate with other established groups, committees, taskforces and programs to share information and minimize duplication of efforts.

  15. Publicize recommendations to other shared governance bodies on campus.

  1. Agenda and minutes shall be posted in an electronic folder in advance and at the meetings.

  2. Committee actions should reflect a majority vote by a quorum of the members.

  3. Meetings will be held on the 1st and 3rd Thursday of month from 2:30 pm – 4:00 pm throughout the academic year.

  4. Meetings are open to all members of the SJCC Community.

 

  • The member shall represent the broad areas of instruction including transfer/general education programs, vocational programs, and basic skills/ESL programs and Student Affairs including matriculation/counseling and special programs.
  • The committee membership will consist of the following:
  • Four faculty appointed by the Academic Senate

  • Four students appointed by the Associated Student Government

  • Four classified appointed by CSEA

  • Four administrators appointed by MSCC and the College President

  • Chair of the Basic Skills committee

  • One member from the Office of Institutional Effectiveness and Student Success (IESS)

  • The Student Success and Student Equity ​Committee will be co-chaired by the Vice-President of Student Affairs and a faculty member.

 

   

Meeting Schedule​

  • The Student Success and Student Equity Committee meets the 1st and 3rd Thursday of each month from 2:30pm - 4:00pm.
